If you meant the character herself, then clearly, Daenerys has been depicted as "of age" by American standards since the show's pilot, whereas Arya is only a still growing child

No it wasn't, in case you missed it the actress playing Arya is now 18, the person that I was responding to stated that Arya couldn't be naked in the series, even though Maisie is now 18, because her character is too young. Which is why I wrote that Daenerys Targaryen was written to be 13 to 14, and is NEVER stated to be older than that, they merely used an older actress d/t the nude scenes required of her. If she can be nude even though her character is supposed to be younger, then why not Arya? Maisie just finished filming her first sex scene, are you trying to say, that she can legally shoot a sex scene, but not for this show. What sense does that make?

there is no age limit on shooting a "sex scene" of the sort Maisie has done which is why the under age at the time chloe moretz could do so. it does not equal the same as onscreen nudity.
