Do mods even exist here?

Looks like the forums go into complete anarchy and mods are nowhere to be seen. Are the rules of being on topic non existent here? Just curious as to where mods and others would be when posts derail into flaming wars.

no mods, just 2 site admins... some rules are posted in certain threads but otherwise there is no law
