BS don't want the girls doing anything for free that could reasonably be a tip goal, cos they make more money that way. With girls that don't show much or at all that might be topless, or (the Tegan Jade special) a twerk show. With naughtier girls it might be toys, or multiple toys etc.
My theory has been that newer girls are given a bit of leeway to encourage punters in, then show less as they get more popular and can hit tip goals. Some girls, Kartel Kay being the main one I know of, are just dirty and do what they like and she for seem reason gets away with it.
