Anyone able to help?

I have an old cell phone video of my wife and her best friend messing around in the shower, hoping someone might be able to clean it up a bit. I’ve tried running it through various programs but they seems to make it worse not better. I have no idea what I’m doing though.

Typically the more you adjust on an image/ video the more artifacts you introduce.
Adjustments should be small to help mitigate this.
I don't have too much experience with cleaning up files, but could give it a try if you want.
I'll basically try cleaning a still photo in photoshop and then import those adjustments to vegas pro, render the video, ect.

I have a couple of paid apps that can usually tidy up older videos with impressive results, send the file or a link over and ill see what i can do
