if anyone wants it there is a google chrome extension for downloading OF content

It wouldn't be a good business model to encourage a reduction in profits - after all, they are a company wanting to make money....and obviously the more the content providers earn, the bigger their income from their 20%.
That's why they prohibit downloading of content.
Read the Terms of Service
8.2 "....You must not reproduce, distribute, modify, create derivative works of, publicly display, publicly perform, republish, download, store, or transmit any of the material on the Website...."

I have read the terms of service and congratulations you read that far but you actually cut off the last 3 words of 8.2 which are “except as follows:“
then if you read a bit further and read the exceptions
8.2.2 you may print or download one copy of a reasonable number of pages of the Website for your own personal, non-commercial use and not for further reproduction, publication, or distribution.
So they don’t prohibit downloading at all
