IIRC they were staying on a private estate. For the photos to be publishable they had to be taken from a public place which in this case was a road passing by the estate a fair distance away - my memory says two miles but I doubt it could be that far. I'll see if I can find the article I read but as it was such a big story at the time I'm sure it can be easily searchable.
